Visitor hereby acknowledges receipt of the Visitor Policy below and all other visitor information, and Visitor has read all such provisions and agrees to abide by all provisions of the Visitor Policy and additional rules, requirements and regulations provided by Muscatatuck Urban Training Center, CATT Force LLC, or SafeEVAC, Inc.

Visitor Policy for Muscatatuck Urban Training Center (MUTC)

1. Purpose
This Visitor Policy outlines procedures to safeguard the security, confidentiality, and operational integrity of Muscatatuck Urban Training Center (MUTC) in Butlerville, Indiana. It is designed to mitigate security risks while enabling safe, controlled access for authorized visitors. Additionally, this document serves as the organizational protocol for SafeEVAC employees, contractors, vendors, stakeholders, investors, and other associates to request visits or training at MUTC.
2. Scope
This policy applies to all external visitors, contractors, and personnel not employed by MUTC but who require access for official business.
3. Visitor Authorization Process
  • Pre-Approval Requirement: All visitors must be pre-approved by a designated facility
    manager or authorized personnel. Unannounced or unauthorized visitors to MUTC are
    strictly prohibited.
  • Visitor Requests: Visitor requests should be submitted at least 30 days in advance. The
    information provided must include the visitor’s full name, company, reason for visit, and
    contact information.
  • Approval Confirmation: Approved visitors will receive a confirmation with instructions,
    a visitor pass ID, and any specific requirements (e.g., dress code, prohibited items).
  • Background Check: All visitors are subject to background checks if deemed necessary
    by MUTC or SafeEVAC.
4. Security Screening
  • Identification Check: Visitors must present a valid (non-expired) photo ID upon arrival,
    which will be cross-verified with pre-approved access lists. You will present your ID to
    security, who man the front gate. You may be subject to vehicle searches related to
    common force protection practices.
  • You must state your business. Example: “I’m here on behalf of CATT FORCE for
    SafeEVAC to see the Intelligent Evacuation system in building 5015.
  • Security Screening: All visitors and their belongings (e.g., bags, briefcases, laptops) could
    potentially undergo security screening, including metal detectors and X-ray scanning, if
    applicable.
  • Vehicle Check: If visitors bring a vehicle onto the premises, it may be subject to
    inspection upon entry and exit.
  • Prohibited Items: Weapons, cameras, recording devices, and other restricted items are not
    allowed within the facility unless explicitly authorized.
5. Access Control and Escort Requirements
  • Access Limitation: Visitors will only have access to designated areas required for their
    visit. Unauthorized access to restricted zones is prohibited. Multiple training sessions will
    be taking place simultaneously facility-wide and visitors must stay clear of training areas
    not requested.
  • Escort Policy: All visitors must be accompanied by an authorized employee, security
    officer, or member of the SafeEVAC or CATT FORCE team at all times within secure
    areas. Visitors are not permitted to wander or access unauthorized areas.
  • Badge Issuance: Visitors will be issued a temporary, prominently displayed badge with
    containing their name and Safe EVAC’s information. The badge will contain emergency
    contact information for MUTC, expiration date, and access limitations. This badge must
    be returned upon exit.
6. Media Policy
  • Prohibition on Photography/Recording: To protect confidentiality, photography, video
    recording, and audio recording are strictly prohibited within the facility unless prior written
    authorization is granted. SafeEVAC and CATT FORCE have the capability to capture
    social media content, training photos/videos, and promotional material, which can be
    shared with visitors after being screened to ensure confidential information is protected.
7. Visitor Code of Conduct
  • Compliance with Rules: Visitors must follow all facility policies, including safety
    guidelines and emergency procedures, and cooperate with security personnel.
  • Professional Conduct: Visitors are expected to conduct themselves professionally and
    respectfully while on premises.
  • Incident Reporting: Any suspicious activity or breach of security observed by visitors
    should be immediately reported to facility staff or security personnel.
8. Emergency Procedures
  • Evacuation: Visitors will follow all facility protocols in the event of an evacuation or
    emergency. They must follow instructions provided by their escort or facility staff.
  • Medical Assistance: In case of a medical emergency, visitors will be directed to on-site
    medical personnel or emergency services as needed.
9. Visitor Log and Exit Procedures
  • Visitor Log: All visitors must sign in upon entry and sign out upon exit at the facility’s
    reception or designated security checkpoint.
  • Return of Badges: Visitor badges and any temporary access devices must be returned at
    the security checkpoint upon exit.
  • Vehicle Check (if applicable): If visitors bring a vehicle onto the premises, it may be
    subject to inspection upon entry and exit.
10. Policy Violations and Enforcement
  • Any violation of this policy may result in the immediate termination of the visit, potential
    barring from future visits, and/or legal action depending on the severity of the infraction.
    This policy will be strictly enforced to maintain the integrity, safety, and security of the
    facility and its occupants.
